Amendments to OAR chapter 660, division 8 to incorporate the Oregon Housing Needs Analysis Program
Summary:
The Land Conservation and Development Commission (LCDC or commission) is considering adoption, amendment, and repeal of Oregon Administrative Rules that prescribe standards guiding the implementation of the Oregon Housing Needs Analysis (OHNA) as provided in House Bill 2001 (2023) and House Bill 2889 (2023). The OHNA articulates new responsibilities for state agencies and local governments to reorient the implementation of Statewide Land Use Planning Goals 10 (Housing) and 14 (Urbanization) to produce more housing, ensure equitable access to housing, and ensure state and local governments take action to address local or regional housing needs. It affects the way all communities plan for housing and urban lands, and cities with populations of 10,000 or greater are now required to regularly plan and take action to address needs. The proposed adoption, amendment, and repeals in OAR chapter 660, division 8 would refine the Housing Production Strategy process and establish a Housing Acceleration program. Rules related to these programs must be adopted by LCDC by December 31, 2024.
The proposed rules guide cities with populations over 10,000 as well as Tillamook County and all cities therein on housing production strategies and the housing acceleration program.
