‘Face and voice of Lowell’ honored in surprise reception

Lowell Mayor Don Bennett offered flowers and words of praise this week at a reception honoring Joyce Donnell, who is retiring after serving as Lowell’s city clerk for more than a decade.

More than 50 people attended the “surprise” event Wednesday evening at the Maggie Osgood Library. The mayor called Donnell “the face and voice of the city” during her tenure. She also served as chairperson of the Lowell School Board.
