Forest Service to solicit applications for concession operations

The Willamette National Forest has issued a pre-solicitation for the concession operation of campgrounds and other government-owned recreation facilities, including those in the Middle Fork Ranger District, headquartered in Westfir. The purpose of the pre-solicitation is to inform businesses and organizations of the upcoming campground concession opportunity and of a site visit in August.

The concession opportunity is for recreation facilities on the Willamette National Forest and includes campgrounds, day-use sites and boat launches; these facilities are divided into two packages: the north package is for 28 facilities on the Detroit, Sweet Home and McKenzie River Ranger Districts; the average annual revenue of these facilities was $650,000 from 2016-2020. The south package is for 38 facilities on the McKenzie River and Middle Fork Ranger Districts; the average annual revenue from these facilities was almost $785,000 from 2016-2020.

A guided in-person site visit is scheduled for Tuesday, Aug. 3, 2021 through Thursday, Aug. 5, 2021. Forest staff will lead interested parties on a tour of key sites included in the pre-solicitation on Tuesday, Wednesday, and Thursday. The tour itinerary will be made available next month. Please send an email to Recreation Program Manager Matthew Peterson at [email protected] by July 23, 2021, if you want to participate in the tour.

The pre-solicitation and appendices are now available at The Forest Service, an agency of the U.S. Department of Agriculture, plans to release a formal prospectus later this winter to solicit proposals to operate and maintain these facilities under a Special Use Permit. The operator is responsible for all operations and maintenance of the permitted recreation facilities as specified in the prospectus. More detailed information on this business opportunity, Forest Service concessionaire program and policies, special use permit, applications and post-selection requirements will be available in the prospectus. Contact Recreation Program Manager Matt Peterson at [email protected] or 541-735-1223. with any questions or requests for alternative formats of the pre-solicitation (CD or hardcopy).
