Local Government Opportunity to Request Assistance: Mass Timber Code-UP Program

This message is to provide notice for technical assistance to local governments seeking to update their planning and development code amendments to support the use of mass timber and modular housing types. To apply, please review the linked materials below and return the application form(s) to [email protected] with your Regional Representative copied by close of business on August 18th, 2023

The U.S. Economic Development Administration has awarded the Oregon Mass Timber Coalition $41.4 million to develop and expand Oregon’s growing mass timber industry. As a part of the coalition, DLCD was awarded $500,000 to assist wildfire-impacted communities with development code updates that will accelerate the use of modular mass timber housing throughout the state, while providing more housing options to Oregonians.

DLCD will contract a consultant to provide technical assistance to local jurisdictions for updating planning and development codes to allow and encourage the development of mass timber modular housing in those communities. Local adoption of new codes is expected to be completed by August 2024.

Please review these materials in detail to prepare your application. In addition to these materials, the DLCD Economic Development Team is holding two informational webinars explaining the application process. There will be time at the end of the meeting for questions and answers. To participate in a meeting, please register for one of the following times:

This information session will also be uploaded after the date on the DLCD website linked here, under Mass Timber Code-UP Assistance.

Because this is a competitive application process, not every community project identified in this application will be given assistance. However, we will do our best to maximize our available resources while ensuring each project has the resources necessary for success. Prioritization of projects will be determined based on the factors identified in the application.
