Lowell seeks applicants for council and budget committee; studies choices for law enforcement

By DEAN REA/Editor/The Herald—Lowell needs four volunteers to fill city council and budget committee positions as the city rounds up funds to complete remodeling the Maggie Osgood building for use as a City Hall and library, developing Rolling Rock Park and the downtown business section and preparing to serve more than 50 perspective new housing units.

Applications are being accepted to fill a city council vacancy created when John Myers resigned for personal reasons and to fill three vacancies on the budget committee. Maureen Weathers replaced Sam Dragt on the council after she was chosen as the city clerk. Other council members are Gail Harris and John Meyers. Don Bennett serves as the mayor.

Jeremy Caudle, who recently completed his first year as the city administrator, said during an interview that “my first year with Lowell has been productive and enjoyable, and we have made progress on key projects. We are nearing the construction phase of the library and city hall project. The city is in the process of selling the East Main Street property, which will bring commercial development to downtown. And we are busy keeping up with current and planned new home construction. During my second year, we will be accomplishing these projects along with many others.”

Financing for the Osgood building remodeling was enhanced during December when $9,420 was contributed by individual donors. The previous total was raised by a $1,500 donation from Hayden Homes.

A decision on a Ford Foundation grant that will provide needed funds for the project is anticipated this month, Caudle said. Meanwhile, Wilson Architecture of Eugene is completing construction plans for library and City Hall facilities in the former church building on Pioneer Street.

Methods of enhancing police protection are being explored by city officials, including expanding the 40 hours monthly that an Oakridge officer serves Lowell under a contract and hiring a security firm. Last week the Lane County commissioners authorized the Sheriff’s Office to hire eight deputies, which may result in more timely response to crime reports.

The annual council planning retreat has been rescheduled for Feb. 26, and the next council meeting will begin at 7 p.m. on Feb. 15

Applicants for the council position must be 18 years of age and a city resident for at least 12 months. The person chosen may run for a four-year term during the November 2022 election. An application form must be submitted in person, by e-mail or by mail on or before 4 p.m. Feb. 18.
