Notice is hereby given that a ballot title for a measure has been filed with the City Recorder as the City Elections Officer of the City of Oakridge on August 14, 2024, for inclusion in the November 5, 2024 General Election.
The ballot title caption is: Adopts New Charter for City of Oakridge
An elector may file a petition for review of this ballot title in the Lane County Circuit Court not later than the seventh business day after the title is filed with the City Elections Officer, deadline of August 23, 2024 at 5:00pm. A petitioning elector must then also notify the City Elections Officer by 5pm the next business day after filing a petition for review wit the Lane County Circuit Court.
NOTICE OF CITY MEASURE ELECTION
Notice is hereby given that on Tuesday, November 5, 2024, an election will be held within the City of Oakridge, Oregon. The election will be conducted by mail. The following shall be the ballot title of the measure to be submitted to the city’s voters on this date:
CAPTION: Adopts New Charter for City of Oakridge
QUESTION: Shall Oakridge adopt a new City Charter replacing the existing Oakridge Charter 2010,
Revised 6 November 2012?
SUMMARY:
Passage of this initiative would replace the existing Oakridge City Charter, last revised in 2012, with a revised 2024 City of Oakridge Charter, the product of a two-year, citizen-led initiative.
Major changes include:
- Mandates public comment at every city council meeting
- Requires a video recording to be made of all public meetings, whenever technologically
feasible, and a recording made available to the public
- Requires two signatures on every check, one from council and one from city staff
- Requires a super-majority vote to designate an Ordinance as an emergency ordinance that takes
effect immediately
- Allows city council to determine via ordinance how the functions of the city’s custodian of
records are fulfilled, instead of requiring an office of recorder in the charter
- Establishes a lower threshold for citizen initiatives and referendums to get on the ballot
- Changes the City of Oakridge Charter to closer resemble the League of Oregon Cities’ Model
