Small City Allotments Program

Who Can Apply
Incorporated cities with populations of 5,000 or fewer, that will have all previously awarded Small City Allotment projects completed, and invoiced, prior to August 1, 2023.
What Kind of Projects are Eligible?
Projects may be on a city street or a county road within the city limits, but not on a state highway. *Special conditions apply to projects located on county roads.
Per ORS 366.805, funds may only be used upon streets that are inadequate for the capacity they serve or are in a condition detrimental to safety:
Capacity projects should increase the efficiency of transportation whether it is by vehicle or another mode such as walking or biking. Examples include but are not limited to, widening the roadway, installing turn lanes, intersection improvements and sidewalk construction.
Safety projects may include but are not limited to, base repairs, resurfacing, paving a gravel road, constructing sidewalks, adding curb ramps and crossings.
Match cities may elect to use grant funds to meet the match requirements of an existing State or Federally funded project. Cities must have an executed funding agreement in place for the primary project and it must include SCA eligible improvements.
What Types of Projects Rise to the Top?
Projects intended to improve severe roadway conditions consistently score high as do projects that include multi-modal elements such as walkways, curb ramps and crossings. Keep in mind that this is a competitive grant program and project selection is based on existing conditions and proposed improvements.
