Housing Rulemaking – November 21, 2023
The Oregon Housing Needs Analysis Rulemaking Advisory Committee (RAC) will meet for the first time on Wednesday, November 29, 2023, from 9:00 a.m. to noon. The meeting will take place virtually and will be livestreamed and recorded on the department’s YouTube channel.
DLCD staff have prepared a packet of background and introductory materials that can be viewed on the department’s Housing Rulemaking webpage.
The goal of this first meeting of the RAC is to:
Introduce members of the committee to each other,
Review the regulatory and legislative context of the Oregon Housing Needs Analysis,
Review the major policy work to be completed,
Outline committee member roles and responsibilities, and
Discuss the rulemaking decision-making framework.
The next meeting of the Rulemaking Advisory Committee will take place December 12 from 1:00 p.m. to 4:00 p.m. RAC meetings will resume in March 2024. Staff will poll committee members to determine future meeting dates of the RAC. Staff will post meeting materials for future RAC meetings and share the announcement by email when materials are published on the department’s website.
Technical Advisory Committees
The Oregon Housing Needs Analysis Rulemaking is supported by three technical advisory committees (TACs). Technical advisory committees will meet more frequently than the RAC. Staff will publish meeting agendas for all TAC meetings, meeting materials for the TACs will be published when appropriate. Not all TAC meetings will include meeting materials. Community members are welcome to attend all meetings.
On December 14, 2023, from 9 a.m. to noon a joint orientation meeting of the TACs will be hosted by the DLCD. The meeting will take place virtually and will be livestreamed and recorded on the department’s YouTube channel.
Housing Needs and Production
The Housing Needs and Production Technical Advisory Committee (NAPTAC) is tasked with redirecting the implementation of Goal 10 from a narrow focus on housing and land capacity towards a more comprehensive framework that emphasizes local actions to achieve specific fair and equitable outcomes. Rules related to this topic area are required to be adopted by January 1, 2025.

Housing Capacity and Urbanization
The Housing Capacity and Urbanization Technical Advisory Committee (CAUTAC) will focus on establishing a framework by which DLCD evaluates local government progress towards housing production targets and outcomes. Rules related to this topic area are required to be adopted by January 1, 2025.

Housing Accountability
The Housing Accountability Technical Advisory Committee (HATAC) will work to provide greater clarity and certainty in the adoption and acknowledgement for both housing- and urbanization-related planning processes. Rules related to this topic area are required to be adopted by January 1, 2026.
