OWEB seeks public comment on proposed rule revisions to the Small Grant Program

OWEB seeks public comment on proposed rule revisions to the Small Grant Program. See the Notice of Proposed Rulemaking for the draft rule language.

  Overview

The Small Grant Program is an easy-to-engage-in, competitive grant program that awards funds for on-the-ground restoration projects. The program responds to a need for local decision-making about watershed restoration opportunities on a timeline shorter than many of OWEB’s other grant programs. The OWEB Board has expressed interest in broadening applicant eligibility to the program.

OWEB, with the assistance of a Rulemaking Advisory Committee (RAC), developed draft rule revisions to broaden applicant eligibility to the Small Grant Program, and proposed other substantive and technical changes to the program rules. For more information, see the “Rulemaking: Small Grant Program Division 35” section of OWEB’s website, which contains all RAC meeting materials and supporting documents.

 Comment Period

The public comment period for the proposed rule revisions will close at 5:00 pm on Friday, May 3, 2024. Written comments should be submitted through OWEB’s online public comment form

 Public Hearings

While public comment is open, OWEB will hold a virtual public hearing to receive oral comments regarding the proposed rule revisions on Friday, April 26, 2024, at 9:00 am. Access for the virtual public hearing is at:
