Three Key Housing Policy Updates

2023 arrived with a flurry of movement in Oregon housing policy. As lawmakers and state agencies recognize the urgency of Oregon’s housing crisis, action is coalescing around increased production and oversight. Executive Order 23-04, signed on Governor Kotek’s second day in office, signals a gubernatorial priority to address the state’s housing shortage head on. Housing is also front and center in the 2023 legislative session, which began on January 17. Finally, per HB 4006 (2018), DLCD recently published new data on housing production.

Governor Kotek Signs Housing Executive Orders

On January 10, Governor Kotek signed three Executive Orders related to housing production and homelessness. In addition to setting a statewide housing production goal of 36,000 units per year, EO 23-04 establishes the Housing Production Advisory Council. The order directs DLCD staff, along with staff from Oregon Housing and Community Services, the Higher Education Coordinating Committee, and the Building Code Division, to provide support to the Council in recommending an action plan to meet the state’s annual housing production target. DLCD is prepared to engage with the Governor’s Office and other state agencies to implement these orders to the greatest extent possible. Oregon Housing Needs Analysis (OHNA) Update

The 2023 Legislative session opened Tuesday, January 17. Throughout the session, DLCD will review dozens of bills related to housing production and affordability under consideration by lawmakers. Perhaps the most consequential for DLCD is HB 2889, which would implement the recommendations the agency published in conjunction with OHCS in December 2022 to comprehensively reform the state’s Goal 10 planning process. This bill is based on Legislative Concept 1917. To aid stakeholders in reviewing language for refinement, DLCD published a marked-up draft of that document to describe how the language connects to OHNA Legislative Recommendations, and where staff see potential refinements to align bill language with recommendations.

Statewide Housing Production Data Now Published

HB 4006 (2018) requires all Oregon cities with a population greater than 10,000 to report on housing production. Cities must submit these “Permitted and Produced” surveys to DLCD by February 1 for the previous year. Last week, DLCD published datasets summarizing this data from 2018-2021. Data from 2022 is expected to be published sometime in Spring 2023. Download past “Permitted and Produced” Reports and learn about other required housing reporting on DLCD’s website.
